Philippines-based Philex Mining Corp. (PX:PM), the country's biggest miner, may have to pay fines for violations of the Clean Water Act and the company’s own Environmental Compliance Certificate (ECC), the Mines and Geosciences Bureau (MGB) said Thursday.

Adverse publicity surrounding the failings of Philex Mining's (PX:PM) tailings dams in the Philippines attest more to the shortcomings of its corporate legal team more than poor operating standards in developing economies.
Tailings are materials produced from mining such as milled rock and effluents. In many cases, massive quantities of these materials, regarded as waste, are left from previous operations. Given the potential health and environmental risks associated with tailings, they could be viewed as problems or project deterrents, but then again, they could be viewed as a source of cash.
