Global professional services consultancy Coffey International Limited (“Coffey”) today announced the appointment of Rob Tyler as Coffey Mining manager in West Africa, effective immediately. Tyler will head Coffey Mining’s operations in the region based in Accra, Ghana.

Tyler has over 20 years of geological and mining related experience ranging from grassroots exploration, resource definition and feasibility studies through to mine production. Throughout his career he has worked right across the African continent from Sudan down to South Africa.

Rob brings a wealth of global mining experience to Coffey, having worked for companies such as BHP Billiton, Diamond Mines Australia, Ashanti Goldfields, Spinifex and Gengold. Tyler has previously worked in Ghana as an Independent Consulting Geologist for Redback Mining and as a Project Geologist for Gencor. He has particular expertise in gold, manganese and mineral sands.

Tyler said he is looking forward to building on the specialist knowledge of Coffey Mining’s staff in Accra and further develop the consultancy’s presence in the region.

"Coffey has noticed a significant increase in activity in the region following the ongoing interaction between members of the Economic Community of West African States, which has led to further harmonisation of many of the mining codes," he said.  "The ease of cross border logistics has also assisted in attracting new mining investment to West Africa."

Tyler has a Bachelor of Science (Honours) in Geology from Bristol University in the United Kingdom. He is a qualified JORC competent person for mineral sands and a member of the Southern African Institute of Mining and Metallurgy (SAIMM).

Coffey Mining provides a wide range of specialist consulting services and products to all sectors of the international mining industry with experience in over 70 countries. In West Africa, the consultancy provides exploration project management, surveying, engineering geology, consulting and auger drilling services.

The plant which will have a capacity of 278 tonnes gold ore per hour will be located in the Irkutsk region in Central Russia.

The contract includes supply of all the process equipment and technology and will cover the main plant areas; classification, pumping, flotation, CIL cyanidation, thickening, filtration, carbon ADR section, electrowin and smelt house. Equipment for crushing and grinding is not included in the contract.

"Russia is a well-known market to FLSmidth and we have a strong local presence in the country. We believe that Russia holds a large future potential - and within minerals gold and copper are particularly interesting. This order for a complete gold processing plant illustrates our ability to serve as a single-source supplier to the minerals processing industries," Group CEO Jørgen Huno Rasmussen comments.

The order will contribute beneficially to FLSmidth's earnings until start-up of the plant in third quarter of 2011.

Orders in recent months for items such as a dual wagon tipper, water pipeline, magnetic separators, rail and pressure filters have lifted the total commitments for Karara to approximately $700 million as activity on site at Karara, 225km east of Geraldton, continues to gather pace.

The award of a further $300 million of major new construction, equipment and services contracts in coming months will see the project hit the $1 billion milestone and cement Karara’s position as the most advanced major project development in the Mid West region of Western Australia.

Some of the major new service and construction contracts expected to be awarded include a facilities management contract to manage the Karara and Lochada accommodation villages, the construction of the 85-km Karara rail spur connecting the project with the existing rail line near Morawa, the installation of the 140-km water pipeline from Mingenew to site, civil work at Geraldton Port and the construction of access roads.

The new contracts are in addition to the major contracts already awarded by the Karara Joint Venture which include:

“The award of these contracts brings to the forefront the flow-on benefits to the broader economy which major mining projects such as Karara generate for Australian workers and businesses right across the country,” he added.

Gindalbie and its partner Ansteel are currently finalising the security arrangements and final documentation for the US$1.2 billion Karara Project Loan facility and the recently announced $175 million equity raising to underpin project construction and working capital, both of which are subject to shareholder approval at meetings which have been convened respectively for 16 June and 28 June.

Construction Update

Construction activities at the Karara Project are proceeding on schedule.

NRW Holdings has mobilised to site and started work on the major earthworks and concrete package, which encompasses site earthworks and concrete foundations, as well as construction of site drains, site roads, a retention pond and the all-weather airstrip.

Construction of the airstrip, which will be capable of accommodating up to 50-seat aircraft, is scheduled for completion in August, allowing daily flights directly to site.

EDI Downer has commenced work on the tower footings for the 330kV power transmission line from Karara to Eneabba, which will provide direct connection of the Project to the South West power grid.

The 300-person Lochada Village, located between Karara and Morawa, is now fully operational. Construction of the main 1650-person Karara Village is progressing, with the first 300 rooms expected to be available for occupancy from later this month.

All the long lead items, including primary crusher, secondary crusher, tower mills, high pressure grinding rolls and ball mills have either been completed or are progressing on schedule.

Australian listed QMASTOR Limited (ASX:QML) announced that it has signed a major contract with Hunter Valley Coal Chain Coordinator Limited (HVCCC). The contract is for the provision and support of QMASTOR's Horizon Advanced Planning and Scheduling software for the Hunter Valley Coal Chain. The agreement is expected to provide in excess of $5 million of revenue over five years. The Horizon system will play a key role in the planning and scheduling of coal through the Hunter Valley Coal Chain. This includes the planning and scheduling of:

- Coal movements from approximately 35 coal producers in the Hunter Valley. - Rail movements from more than 27 load points in the Hunter Valley. - The movement and loading of more than 1000 coal vessel per year from two coal terminals with another under construction.

A key component of the systems function is to facilitate management of the Newcastle coal vessel queue.

The additional lift height makes it easier for the operator to load a 250-ton size class truck. For faster cycle times, the operator can back the 994F away from the truck without racking back the bucket. The additional lift also enables the operator to dump the last pass without pushing material. Centering the load, for reduced truck wear, better truck handling and less spillage, is easier, too.

The EHL linkage is designed to reduce operator fatigue, decrease loading time and improve daily production when loading 793 size trucks. In a 793 loading test with the new linkage, cycle time decreased 5.5 percent, which resulted in a 5 percent increase in production. The 994F equipped with EHL linkage is rated at 35 tons (32 metric tons) and is a 7-pass match with the 793.

The EHL Option consists of new lift arms, lift and tilt cylinders, tilt links and counterweight material, which is added to the interior of the rear bumper. An extended high lift kit for retrofitting 994F wheel loaders already in the field will be available. New 994F wheel loaders also feature structural changes to both the front and rear frames for extended durability.

Productive and durable loader

The Cat 3516B HD EUI engine powers the 994F and delivers 1,577 gross horsepower (1176 kW) and net power of 1,463 horsepower (1092 kW). The proven engine delivers high torque rise for fast engine response and fuel efficiency while maintaining long engine life.

The 994F retains the Steering and Transmission Integrated Control (STIC) system that enables the operator to use small movements of a single hand to steer and to make direction and gear changes. STIC enables smooth operation with minimum effort.

Also to minimize operator effort while improving productivity, the Rimpull Control System enables the operator to set rimpull below 100 percent for optimum traction in poor underfoot conditions. The operator can reduce rimpull and ground speed by using the impeller clutch pedal, which is fully modulating for smooth control when digging and loading.

The 994F also features designs to reduce maintenance time and to make maintenance tasks easier and safer. The standard automatic lubrication system reduces maintenance time by automatically lubricating bearings requiring the most frequent attention. At the ground level service center, a maintenance technician can fill or drain fluid reservoirs and tanks.

994F Brief Specifications

Metso will continue to be active in protecting its intellectual property rights globally, acting with the objective to enhance fair competition.

The company will produce a full range of mining shovels, ranging from a 125-ton model through an 800-ton model.

Caterpillar has selected its manufacturing facility in Aurora, Ill., for initial production of the new product range and is conducting a study of additional production sources in other parts of the world. In early 2011, Caterpillar will begin pilot production of the new 125-ton class shovel.

The first commercial shovels produced in Aurora are expected to be available later in 2011. The larger shovels are planned for commercial availability beginning in 2013 and through 2014.

This range will give customers a direct match for loading Caterpillar’s industry leading mining trucks—from the 100-ton class 777F through the 400-ton class 797F. The Aurora facility also produces Caterpillar’s largest wheel loaders, which are an alternative method for loading mining trucks.

“As we discuss solutions with our global mining customers, it’s clear they want a complete line of Caterpillar shovels to best match the full range of Caterpillar trucks operating at their mines,” said Chris Curfman, president of Caterpillar Global Mining.

Increasing Truck Capacity

The company is also accelerating previously announced capacity expansion plans for trucks in Decatur, Ill., with additional capacity expected to come on line beginning in 2011. The expansion in Decatur will increase truck capacity at the facility by nearly 30 percent. Decatur produces Caterpillar’s largest mining trucks, including the flagship 797F series truck, which has a maximum capacity of 400 tons.

In addition, Caterpillar plans to increase capacity for 60 and 100-ton trucks at its existing manufacturing facility near Chennai, India. The capacity expansion would more than double truck production capabilities in India. The expansion for its 100-ton 777D and 60-ton 773E trucks in India should be completed by early 2012.

“The increased production in India and Decatur will better position the company to serve our mining customers in every region of the world, with a particular focus on the growing demand and customer base in the emerging markets of Asia and in Russia,” Curfman added.

Combined, the long-term shovel development program and added truck capacity represent investments of nearly $700 million in Caterpillar mining products through 2014.

Caterpillar is also updating the status of its new electric-drive mining trucks. The company currently has pilot units of its 345-ton 795F AC truck at customer sites for final evaluation, with commercial production set to begin in late 2010. Initial interest in the new Cat 795F AC trucks has been strong, and the company has increased its planned build rate for 2011 by more than 40 percent to meet demand in all major mining markets throughout the world.

In early 2012, the company also plans to produce pilot units of the 793F AC truck with a 240-ton payload. Both the 793F AC and 795F AC will complement Caterpillar’s full range of mechanical drive trucks.

It also is a great example of the job-creation benefits of global trade, as well over 60 percent of the large mining products made at our Illinois facilities are exported outside of the United States,” Oberhelman added.

Johnson pioneered and commercialised technology that has significantly benefited the mining, engineering and surveying industries.

Maptek product technology focuses on analysing and modelling data from disparate sources to solve the problems that engineers, geologists and miners face every day. "Vision - the art of seeing what does not exist - only comes to a reality by hard work and team effort," said Johnson after receiving the award, which was presented at the Innovation Lecture in Adelaide last week.

"At Maptek we see our role as creating innovations for our mining customers, allowing them to develop their resources in a safe and efficient manner."

Professor Mike Dureau, Executive Director of the Warren Centre commented: "The recipients of the award possess a unique vision and drive to see their products commercialised to the benefit of local and international industries."

Austmine is the leading body promoting Australian mining technology and services exports. It has more than 100 members. The Australian MTS sector directly employs more than 80,000 people and generates sales estimated at more than $A30 billion a year.

"Why I say we'll get the flu is that a large proportion of mining industry spending on plant, equipment, services and technology comes out of capital budgets and this money comes from after-tax profits miners reinvest in projects and expansions.

"Those profits are going to be severely eroded by this RSPT if it becomes a reality.

"Austmine does not typically lobby: it is a promotional body. But we are very concerned about the potential impact of this new tax and our members are already seeing their customers and clients defer capital investment while uncertainty remains about how the RSPT actually works, and because they simply can't finance projects because banks and other investors don't know how to measure the impact of the tax.

"We're [Optiro] at the front end of the mining investment process and our clients are telling us that to international financiers they're off the investment radar at the moment. It's not hard to understand why. Our business is about projects and modeling the financial value of projects and it's pretty hard to get finance when you can't actually tell what the NPV of a project is because you can't model the tax component. Of course when you do make some assumptions and include the tax, many projects are no longer viable. They will not proceed and will be lost to the country - for many decades if not forever"

The Australian mining technology and services sector, which exports an estimated $A6 billion-plus of its wares, is not feted by Australian politicians and financial commentators as an economic pillar as are sectors such as automotive manufacturing, with its estimated (2009) $3.1 billion of exports and 50,000 employees.

But this large and growing sector, which has more than doubled in size in the past decade, was not involved in Australian Government consultations on the RSPT despite the potentially major implications of the new tax regime.

"We've been a very strong sector and we're a strong sector on the basis that we've got good entrepreneurial people, we've got a good academic sector which provides a lot of good ideas, and we've got a good sandpit - an internationally competitive domestic mining industry," Warren said.

"That is clearly now at risk.

"Certainly mining companies that have sunk capital into projects on the basis of an existing tax regime, which now face a different set of rules, are going to have to rethink capital and operating expenditure and that leaves us with the very real possibility that mines are going to be run into the ground. They're not going to spend the money on advanced technology and so-called nice-to-have, locally developed products and equipment like they are now.

"They're not going to invest the same amount of money in mining R&D and technology with a long-dated return - not in a jurisdiction where we're seeing a new level of sovereign risk."

Austmine members have meanwhile expressed widespread concerns about the potential implications of the RSPT for Australia's MTS sector.

Andrew Gray, general manager of Queensland-based Russell Mineral Equipment, said a reduction in mining company net profits would likely reduce their investment in R&D.

"Australian innovators in the MTS sector such as Russell Mineral Equipment rely on strong partnerships with mining companies to identify needs and potential solutions," he said. "A reduction in mining sector R&D will flow through and inhibit the ability of Australian companies in the MTS to continue to be at the cutting edge of technology development that would otherwise result in technology exports that increase the wealth of the nation."

Control Systems Technology's Ian Burrell said the Rudd Government tax announcement was keeping mining industry investment on hold until the next federal election.

"This hold in investment will deprive our economy of billions of dollars of much needed revenue," he said.

"The pause in the mining boom caused by flow on effects from the GFC will now be unnecessarily extended by the proposed new tax - this will cause untold damage to mining suppliers."

Burrell said the nominal rate of return designated in the RSPT as a 'super profit' threshold could not be as low as 6%.

"Viable business investments need to be three times this just to allow for the margin for error which can occur in estimating returns," he said.

"The return in excess of 6% is just a normal reward for investing money in Australia's future. It is a reward for taking a risk and not just putting the money in the bank, it could never be described as super profit. We need to encourage entrepreneurs in Australia. We don't want to be just a nation of low risk investors."

Phil Goode, senior business development manager with Remote Control Technologies, said uncertainty surrounding the RSPT was affecting businesses such as RCT.

"Projects decisions are taking longer as people reconsider the impact of the new tax and financing of mining projects existing and new," Goode said.

"Effort, attention and money is being distracted away from key real industry challenges like downstream processing in Australia, mining-led trade education and immigration, and local manufacture of mining equipment and technology for global export and application."

Runge executive director Christian Larsen said for companies such as the leading Queensland-based mining consulting and technology firm there were immediate and direct impacts stemming from the proposed RSPT.

"The immediate impact comes from the uncertainty that this announcement has created," he said.

"A significant proportion of our business involves reserve assessments and feasibility studies for new mines. As a result of this proposed new tax, our clients are now slowing down or deferring their commitments to such projects and consequently, we have to redeploy our valuable personnel elsewhere throughout the world to accelerate mining projects outside of Australia."

Peter Johnson, general manager of South Australian-based international mining technology firm, Maptek, said Australia's envious position as a technology and efficiency leader in the global mining industry was at risk.

"Australia has a history of technological innovation and delivery of outstanding technical solutions driven by the demands of the mining industry over many decades. Indeed, a significant proportion of the mining software used around the world today originated in Australia," he said.

"The ability and willingness of mining companies to invest in technology development, and thus support Australian technology companies, has been underpinned by a stable investment environment and confidence in the long term viability of projects in Australia.

"It should be clear that the fortunes of the mining industry and those of the mining technology and services industry are inextricably linked.

"While the various media announcements by mining companies about cancelling projects or reviewing expansion plans may be seen as simple political propaganda by the government, they are dire commercial realities for a raft of small technology companies hoping for continued investment in this industry. The confidence in the long term stability of the taxation and economic framework under which Australian mines are operated has been removed without warning.

"This is having an immediate negative effect on the mining technology sector in Australia.

"There is no upside."
