The Key Objectives For This Role Are
- Act as an Ambassador of the company in all aspects of HSES & IR
- Participate in and encourage Contractors to embrace the HEART behavioral safety approach
- Set targets, objectives and clear responsibilities for all supervised staff, progressively monitor individual performance against the agreed criteria and conduct formal appraisals in keeping with PMS time frames
- Manage and maintain mutually beneficial working relationships with Contractor, Client, and subordinates
- Comply with Company and Client secrecy agreements, and compliance, pertinent to the Construction Site and associated activities
- Review and assess drawings, specifications, all engineering deliverables, and give or obtain rulings on all construction matters that require engineering interpretation
Responsibilities

- Provide constructability input to design and execution processes. Provide input to the construction execution strategy, contracting strategy and milestone planning
- Ensure that all drawings, specifications, procedures, work practices, method statements, quality plans etc. are indexed, available and retrievable and that the latest issues are being worked to
- Set up a document receipt and distribution system between OU, Client and all construction contractors for all drawings, engineering specifications, quality assurance, quality control, technical query, ARNs, HSES documentation including risk assessments, method statements, and JHA’s
- Ensure that all field changes brought about by TQ’s, ARN’s, FI’s etc. are correctly marked on a master set of drawings and specifications so that all copies of such records accurately reflect the current instructions
- Ensure as-built drawings and vendor information is maintained and handed over to the Client/Operator to suit the plant start up sequence
- Ensure that the Site Quality Plan is issued for the project and that the requirements, roles and responsibilities are communicated to all personnel on site. Issue inspection stamps, and ensure all inspection activities are carried out in accordance with the contractors ITP’s
- Ensure the necessary resources, tools, and time to carry out inspection is incorporated into the project plans and budgets
- Arrange for the review and acceptance of all contractors quality plans, inspection and test plans, method statements, procedures, specifications, aggregates, additives, mix designs, materials supplies and certification, trade tests, third party inspection etc. prior to work commencing
- Ensure that the Completion and Handover procedures are agreed with the Client and that the quality records for the work are progressively accumulated, indexed and available to support a phased systematic acceptance and handover of the plant to the Client/Operator. These records must be maintained as ready for audit at all times throughout the project until initial acceptance
- Manage field change by checking and arranging approval of design when applicable, and alert the Resident Site Manager of any special aspects of engineering design or changes
- Set up, manage and maintain the lessons learnt database, and issue regular reports using the site report form for the engineering feedback system
- Carry out general liaison with the Client Site Engineers in conjunction with the Resident Site Manager, attending all necessary meetings when required
- Ensure that all Field Engineering activities (including construction engineering for both temporary and permanent works) are carried out in accordance with agreed engineering practices and procedures and with due consideration for the safety aspects of each operation
- Assist in the supervision of construction as directed by the Resident Site Manager, and carry out any engineering investigations required on the site
- Throughout the course of the contract, ensure that all drawings and specifications are being correctly interpreted by OU supervision, contractors’ supervisory staff and the labor force. Provide any technical advice and training that may be required
- For highly specialized activities that need to be carried out on site such as instrument control system integration and acceptance testing, coordinate the attendance at site of appropriate OU and vendor engineers, and ensure that detailed method statements and inspection and test plans are available to assist the FWUK OU and contractors staff
- Supervise the OU Material Controller for site material control operations, including the setting up and operation of AMUSE or other project systems
- Supervise the OU Document Controller for site document management operations including the setting up and operation of DocStore or other project systems
- Supervise the OU Quality Control Engineer for site quality control operations, including inspection and NDE/Testing services, Post Weld Heat Treatment, Non-Conformance Reports, Quality Deficiency Reports, and weld repair rate statistics
- Develop execution strategies with the Resident Site Manager and Construction Manager Home Office, and ensure that the HAZCON risk assessment process is carried out. Assist the Resident Site Manager, and construction contractors to carry out HAZCON 1 and 2 risk assessments
- Ensure residual risks are identified and communicated to the construction contractors, and identify the areas of work that require HAZCON 3 risk assessments. Lead the HAZCON 3 risk assessment meetings, and record and distribute the findings ensuring actions are closed out
- In the execution of these duties and responsibilities, consider the financial implications of all work undertaken and recommend action, which will reduce the cost of any job provided that such action is consistent with the project schedule, accepted engineering practice, and will maintain the standard of workmanship required
- Ensure adequate OU Technology and Engineering group support for the QC Engineer regarding PWHT, exotic material specifications, and approval of contractors’ weld procedures
- For construction work undertaken within EEC countries, ensure that relevant pressure systems i.e. equipment and/or piping systems, defined within the Pressure Equipment Directive (PED) are approved by the Notified and/or Certification Bodies and appropriately CE marked. Facilitate the site audits on mechanical contractors by these Bodies to ensure compliance with PED requirements and that the QC Dossiers are compiled correctly
- Ensure that field personnel have access to the relevant national and international codes, standards, and specifications, which are maintained to be current
- Ensure quality inductions, briefings and audits are carried out, recorded and actions closed out
- Co-ordinate the activities of vendors and specialist contractors on site
- Ensure preservation and maintenance procedures are fully implemented in accordance with OU, Client and vendor requirements.
- Undertake the preparation of Permitting information required by OU and/or Client for submittal to national and/or local authorities. After submission address all queries, and expedite the authority for issue of the relevant approvals and/or permits
- Implement a preservation and maintenance programme on all project related worksites. Ensure that all materials/warehouse support teams and fabricators have appropriate allocation of supervision, resources, and equipment to undertake and record vendor specific and standard P&M activities
- Set up, manage and maintain the field engineering office on site, capable of handling all engineering matters drawings, specifications, field requisitions, as built drawings, etc. for a single area site
- Set up, manage and maintain the site material control system to ensure that materials are received, stored and issued to the contractors and Client in a coordinated, and timely manner, with due regard for the preservation and maintenance of the materials
- Provide engineering expertise to field construction for permanent and temporary works, ensuring that the work is completed safely (HAZCON), efficiently (Constructability) and to quality (Site Quality Plan) in accordance with the applicable specifications and in line with accepted engineering practices
- Verify the scope of work is completed and handed over to the Client/Operator in a defined, timely and systematic process
- Ensure familiarity with the Resident Site Manager's functions, and deputize via authorized delegation at any time, if required
- Set up, manage and maintain a Document Control System to ensure effective control and distribution of drawings, specifications, procedures, method statements and all other documentation between FWUK OU, Client and all construction contractors
- Agree and manage for FWUK OU and/or Client any permitting approvals required from national or local authorities
- Set up, manage and maintain a completion and turnover system to support phased and systemized Inspection, Testing, Acceptance and Handover of completed work
- Set up, manage and maintain a material preservation and maintenance process, which includes all project locations involved in the receipt of equipment and materials

Expected
- Degree with a minimum of 20 years Oil and Gas industry experience
- Experience within an Oil and Gas EPC company is also highly desired and may be considered in lieu of capital project experience
- Must have excellent communications skills, both written and verbal, with a strong command of the English language.
- Must be qualified to obtain a CICPA and a UAE work visa
