Overview
We are seeking an experienced Senior Project Manager/Design Oversight professional to join our team in Houston, TX supporting General Engineering Consultant (GEC) Services for major transportation projects.
This role is responsible for providing independent technical oversight and review of roadway and multidisciplinary design deliverables prepared by design consultants, ensuring compliance with contract requirements, applicable design standards, and agency policies. The position works closely with client staff, discipline leads, and project controls teams to help manage risk, track comments and resolutions, and support successful project delivery from preliminary design through final plans.
Your role
- Perform design oversight and technical reviews of roadway and multidisciplinary project deliverables produced by others (not direct plan production).
- Review plans, specifications, estimates, calculations, reports, and technical memoranda for completeness, accuracy, constructability, and compliance with:
- Contract requirements
- Applicable agency standards (TxDOT or similar)
- Design criteria and best practices
- Develop, track, and document review comments and resolutions, coordinating with discipline leads and project teams.
- Support risk identification and mitigation by focusing reviews on high-risk and complex elements.
- Coordinate with roadway, drainage, structures, traffic, utilities, geotechnical, and environmental discipline leads as part of an integrated GEC team.
- Participate in design review meetings, workshops, and coordination meetings with the client and consultants.
- Assist with development and refinement of design checklists, review procedures, and oversight processes.
- Monitor schedule and workload, identifying potential impacts to delivery and elevating concerns as appropriate.
- Ensure consistent application of quality management and oversight protocols across projects.
- Provide mentorship and guidance to junior oversight staff as appropriate.
About you
- BS and/or MS in Engineering.
- 10+ years of engineering experience.
- State PE required.
- Strong knowledge of TxDOT design standards, policies, and project development processes.
- Experience reviewing roadway and/or multidisciplinary transportation designs prepared by consultant teams.
- Excellent written and verbal communication skills, especially for technical comments and coordination.
- Preferred:
- Prior experience on GEC, PMC, or owner-representative contracts.
- Experience with design-build or alternative delivery oversight.
- Familiarity with large, complex, and high-profile transportation projects.
- Experience working directly with TxDOT districts or similar DOT agencies.

Additional information
Expected compensation range is between $160,000 - $180,000 annually depending on skills, experience, and geographical location.
