Position Description
The Learning & Development (L&D) Manager is responsible for the design, implementation, and continuous improvement of the site-wide training and competency assurance system. This role ensures that all employees and contractors are trained, assessed, and authorized to perform their duties safely, efficiently, and in alignment with company policies, regulatory requirements, and best practice mining standards.

Responsibilities
- Training System Overhaul: Develop and implement a comprehensive training and competency management system covering all site departments (Mining, Maintenance, Processing, Engineering, Administration, and Support Services).
- Training Needs Analysis: Conduct detailed capability assessments and identify critical skill gaps across departments.
- Training Framework: Establish a live site training matrix and authorization register accessible to line management and supervisors.
- Governance & Compliance: Ensure training aligns with Tanzanian mining legislation, company policies, and ISO/OHSAS standards.
- Departmental Support: Work with line managers and subject matter experts to review and update Standard Operating Procedures (SOPs), task lists, and learning materials.
- Instructor Management: Coach and certify departmental trainers, assessors, and supervisors to deliver approved training programs on-site.
- Document Control: Maintain accurate, auditable training records and ensure document integrity within the learning management system (LMS).
- Leadership Development: Implement career progression frameworks and leadership training pipelines to support workforce development and succession planning.
- Inspections & Audits: Develop and oversee the annual site training audit and inspection schedule; track corrective actions to closure.
- Reporting: Provide monthly training performance metrics (attendance, competency attainment, compliance gaps) to the General Manager and Corporate HR.
Working Relationships
- Internal: General Manager, HSE Manager, Mining Manager, Processing Manager, Maintenance Superintendent, Site HR Team, Supervisors, Departmental Trainers.
- External: Corporate Learning & Development, Equipment OEM trainers, Regulatory Authorities, Training Vendors.
Requirements
Qualification Requirements:
- Diploma or Degree in Training & Development, Human Resources, or related technical discipline (Mining, Mechanical, Process, Electrical).
- Minimum 7–10 years’ experience in mining operations, including at least 4 years in training/development leadership roles.
- Proven track record in building and managing site-wide training systems and competency frameworks.
- Familiarity with Mining Acts and Safety Regulations applicable in Tanzania or similar African jurisdictions.
- Strong understanding of adult learning principles and competency-based assessment.
Desirable Requirements
- Certificate IV in Training & Assessment (or equivalent).
- Experience in expatriate and multicultural workforce training environments.
- Previous experience introducing or managing a Learning Management System (LMS).

About The Team
Bulyanhulu is situated in north-west Tanzania, in the Kahama district of the Shinyanga region, approximately 55 kilometres south of Lake Victoria and 150 kilometres southwest of the city of Mwanza.
Bulyanhulu is a narrow-vein gold mine containing gold, silver and copper mineralisation in sulphides. The mineralisation of Bulyanhulu is associated with a number of steeply-dipping veins. Bulyanhulu commenced commercial production in 2001.
