About The Role
NPL is seeking a detail-oriented and strategic
Specialist – Sourcing to join our Procurement & Supply Chain team based in
Lae office. The successful candidate will be responsible for identifying sourcing opportunities, evaluating suppliers, negotiating contracts, and maintaining vendor relationships to ensure optimal value for the organization.
About You
To succeed in this role , the ideal candidate will possess the following qualifications and experience:
- Bachelor’s degree in supply chain management, Business Administration, or a related field.
- Minimum of 3–5 years’ experience in procurement, sourcing, or related roles, preferably within the mining, oil, or gas industries.
- Strong negotiation and vendor management capabilities.
- Sound knowledge of procurement legislation, policies, and procedures.
- Excellent analytical, communication, and interpersonal skills.
- Proven ability to manage supplier relationships to meet organizational requirements and timelines.
- Proficiency in drafting scopes of work and evaluation justifications.
- Strong computer literacy, including experience with integrated management systems, word processing, and spreadsheet software.
- Familiarity with procurement processes and documentation requirements.
- Competency in using procurement modules within systems such as SAP or Oracle.
- Effective negotiation and influencing skills across diverse teams and stakeholders.
- General understanding of supply chain processes including inventory management, warehousing, and logistics (desirable).
- Knowledge of invoice discrepancy processes (desirable).
- Ability to multitask and prioritize effectively.
- Maintain a high level of health and safety awareness and comply with the NPL’s Occupational Health & Safety Policy and all health and safety rules and procedures
Key Responsibilities
- Manage the end-to-end sourcing and contract lifecycle.
- Develop and implement sourcing strategies.
- Collaborate with user departments to develop scopes or specifications.
- Conduct competitive bidding processes (e.g., Request for Proposals).
- Prepare procurement plans, tender documentation, and manage the tender process.
- Coordinate supplier evaluation meetings and facilitate approvals.
- Lead supplier negotiations and discussions.
- Draft and finalize contracts for approval and execution.
- Ensure compliance with corporate policy requirements.
- Monitor supplier performance and contract compliance.
- Analyse proposals, pricing, and financial data for price reasonableness.
- Manage contract price reviews and update pricing in Oracle.
- Build and maintain a network of potential suppliers.
- Lead cost analysis and improvement initiatives.
- Support purchasing, inventory, and logistics teams as needed.
- Liaise with end users, legal advisors, and other departments to deliver value-added services.
- Manage onboarding requirements for new suppliers.
- Consolidate supplier and contractor base.
- Ensure sourcing and purchasing activities align with corporate supply chain policies and procedures.
- A Monthly travel to Porgera Mine Site will also be arrange when required while residing in Lae.
Mobilization Requirement
This is a PNG National Staff position based in Lae-based office, operating on
five (5) days on and
two (2) days off or
Ten days on and
Four days off rotation.
Applicants must reside in
Lae and will be required to:
- Successfully complete a pre-employment medical examination, including drug and alcohol screening (arranged for shortlisted candidates’ post-interview).
- Provide a valid Police Clearance Certificate issued within the last six (6) months
