Senior Advisor – Stakeholder Engagement (Resettlement)
About The Role
The Senior Advisor – Stakeholder Engagement (Resettlement) will lead stakeholder and community engagement for the resettlement program in Porgera by building and delivering a disciplined engagement approach that supports resettlement planning and implementation, manages social risk, strengthens legitimacy, and maintains credible records and grievance handling across impacted and host communities.
In this role, you will.
- Develop and implement the Resettlement Stakeholder Engagement Plan (rSEP) aligned to the Resettlement Policy Framework (RPF) and project schedule.
- Maintain stakeholder mapping and engagement schedules across impacted persons/households, clans/subclans, host communities, women/youth groups, and service providers.
- Lead engagement for sensitive phases (census/verification, asset inventory, disclosure, relocation scheduling, transitional support, post-relocation follow-up).
- Design culturally appropriate consultation processes (protocols, languages, decision-making norms) and document outcomes.
- Identify and manage emerging social risks (misinformation, expectations, disputes, access constraints, security triggers) with practical mitigations.
- Provide clear, evidence-based advice to project leadership on community sentiment and risk hotspots
- Work with the GRM unit to respond to resettlement grievances: intake, triage, investigation coordination, response quality, close-out, and trend analysis.
- Support mediation and dispute resolution with community leaders and relevant authorities, coordinating with legal/security where necessary
- Maintain effective relationships with ward/LLG, district/provincial administration, and relevant national agencies.
- Coordinate engagement and briefings for independent monitors/auditors and external review teams where required
- Lead and coach CROs/engagement staff; set routines for planning, debriefing, documentation, and conduct.
- Produce high-integrity records (meeting notes, attendance, issues register, action tracker) and regular reports for internal governance and external requirements.
- Manage engagement logistics and budget inputs; embed field safety, security, and ethical conduct
- Maintain a high level of health and safety awareness and comply with NPL Health, Safety and Environment rules and procedures.

Qualifications & Experience
- Qualification in Social Science, Development, Anthropology, Communications, Law, Land Management, or similar fields is preferable
- 10+ years in stakeholder engagement/community relations on major projects with strong resettlement/land access/compensation exposure
- Proven capability in customary land tenure context and complex community governance
- Demonstrated dispute resolution and grievance management leadership
- Strong documentation and reporting discipline suitable for audit/independent review.
- Familiarity with international resettlement standards (IFC / World bank)
- Tok Pisin literacy and skills to cope up with new culture
Mobilization Requirement
This is a PNG National Staff position, a site-based role on a Fly in Fly out arrangement with rotation of 21 days on and 14 days off. Must successfully pass a pre-employment medical including drug and alcohol screening. (This will be arranged only for successful candidates who progress after the interview stage) and have an up-to-date Police Clearance Certificate (acquired within the last 6 months).
